I think it's bullshit. Almost laughable that this is considered a legal delivery.
It was run by the rules committee and they determined that it was legal as long as he maintains a toe-drag. He doesn't, he's hopping/elevating. I'd be a big league pitcher too if I could still throw from 46 feet like little league :uhh

I think you're referring to Matt Capps.

This dude has got a 0.87 ERA and 0.63 WHIP. Throws 99, wonder why.

The hop is a clear hitch in the delivery, breaking a continuous flow. MLB is a spineless organization and that is why it is dying.

This guy will have Tommy John before August.

Jordan Walden has the same hop step but even his delivery isn't as quirky as Capps is. Given most umps have no idea what a strike zone or a rule book is, I'm not holding my breath that MLB ever does anything about this.
